1. What is OV's Path Forward?
This is Oro Valley's General Plan that was created by residents and must be approved by residents. If it earns your vote, it will set goals, policies, and actions that guide the Town over the next 10 years.
2. What's In the Plan?
This comprehensive plan sets goals that influence our quality of life. It includes a specific course of action through the vision statement, 14 guiding principles, goals, policies, and actions. Together, these will guide Town decisions over the next 10 years.

Every 10 years, we, the residents, get to shape Oro Valley’s future together. We created the plan and will vote on it in November 2026. The Plan signifies a commitment between the Town and the residents to uphold our values, priorities, and expectations for the future of Oro Valley. It includes specific actions that will be implemented over the next 10 years to achieve meaningful results in our community.
4. How does the plan lead to meaningful results in the community?
The plan includes 286 actions, each assigned to a Town department to lead its implementation. Actions are ordered by an anticipated timeframe for completion. The timeframes are meant to be somewhat flexible, as priorities may shift based on new guidance or resources.
The actions are prioritized through the Town's Strategic Plan, which allows Oro Valley to focus on the most pressing needs and optimize resources accordingly, while keeping the community's long-term goals in mind. Each year, the Town produces a progress report showing how these actions are being fulfilled.
5. Who created OV's Path Forward?
Oro Valley residents. Residents contributed over 10,700 comments to create the Plan. They shared ideas, participated in online discussions and meetings to craft the vision statement, establish guiding principles, and set the goals, policies, and actions that ensure the Plan balances the needs and perspectives of a diverse community.
6. How is OV's Path Forward different from the Town's current General Plan?
OV's Path Forwardshares many of the same values as the Town’s current plan, like ensuring a safe community, conserving scenic views, and providing high-quality parks and roads. It also offers more specific direction in areas like housing, water resources, and Town finances.
7. What happens if the plan is not approved by the voters?
OV’s Path Forwardcannot be put into effect unless approved by the voters. If the Plan is not approved in this election, the existing 2016 Your Voice, Our Future Plan remains in effect until the voters approve a new plan.
8. What does the plan say about water use?
Ensuring water availability for current and future residents is a resident-identified priority that has been emphasized in the plan. The plan outlines several actions for water use and resource management that the town will implement to address this priority.
Specifically, the plan incorporates long-term strategies to diversify the town’s water sources and prepare for future water challenges. Additional actions include planting low water use vegetation, limiting the use of natural grass, and encouraging rainwater harvesting both at the individual and community levels.

With limited land available for development, the Plan emphasizes targeted growth and redevelopment opportunities that achieve harmony with the natural environment. It prioritizes community goals such as limiting building heights, enabling a variety of housing types with emphasis on opportunities for home ownership, conserving open space, and encouraging more retail, restaurants, and gathering spaces.
